Action 5: Design and experimental study for utilization of dredged sediments for environmental

The main aim of Action 5 is to support quality management of the coastal environment through planning and experimental studies for the use of dredged/ treated sediment, in the context of reconstruction and restoration of key morphological elements of brackish and marine environments and nourishment.

Summary of the Action

A.5.1: Survey of the best practices for the reuse of sediments

Target: identify best practices (design aspects, logistics, …) for the re-use of the “resource” sediments in environmental restoration; Method: studying the documentation collection and identifying the best techniques you can use (minor impact, cost-benefit analysis), the possible target sites and any problems related to logistics or environmental factors, socio-economic, etc.. Input: industry publications; plans coastal defense; Plans and Projects involving interventions in coastal areas, such as nourishment of beaches formation of coastal land, recovery, and increases of coastal dunes, road works port, etc.., documentation of local environmental, social and logistic (Masterplanning, Planning aids, …); inspections. click here for details

A.5.2: Environmental evaluation of the selected best practices

Target: Environmental Assessment of the interventions identified for the application of the best practices selected; Method: studying the documentation collection and identifying critical environmental issues (potential impacts and impact). Input: results of 5.1; environmental documentation on areas of interest (sites involved) stating the presence of protected or sensitive areas of animal and plant species of particular interest; impact assessments or environmental impact associated with interventions designed and / or manufactured in areas of interest. click here for details

A.5.3: Experimental study for sediments utilization in beach nourishment of specific critical coast stretches in erosion

During action 5.3 ARPA collected from the Emilia Romagna regional authority the available documents about dredging practices, management strategies adopted and utilization projects applied at the regional level in the last decades. The specific aim of these activities included in-depth investigation of full-scale implementations and, more specifically, of the utilization practices currently applied. A report was produced as a result of completion of action 5.3, which contains the details of the study and focuses on the following main issues: 1) critical description of the strategies adopted in the Emilia Romagna region for utilization of dredged sediments over the last two decades; 2) assessment of the best available sediment utilization techniques based on the previous evaluation; 3) critical evaluation of innovative experimental studies on dredged sediment management performed in the Emilia Romagna region over the last three years; 4) final recommendations for optimization of dredged sediment management.

A.5.4: Port Authorities and Municipalities advisory within the framework of Regional Integrated Coastal Zone Management actions

A number of meetings and contacts were established by ARPA with municipalities and port authorities to explore the opportunities for sediment reuse, also considering the positive outcomes (in terms of recovery efficiencies attained and properties of the separated sediment fractions) of the demonstration activities conducted during actions 3.5 and 3.6. This created a consulting board of interested parties within the framework of the Regional Integrated Coastal Zones Management (ICZM) actions. The main outcome of the contacts with potentially interested subjects was the recognition of the need to isolate sand of suitable quality from dredged sediment, in view of beach nourishment interventions dictated by serious erosion problems along the regional coastline. Although contacts with municipalities, port authorities and private stakeholders were continued during the later stages of action 5.4, the main interactions mostly occurred with the Regional Authority, due to a change in the regional legislation that has recently removed decentralized competences of local authorities and assigned all the duties related to sediment management to the central Regional Offices. A report was produced as the deliverable of action 5.4 which includes the results of the activities performed in terms of: 1) needs for sediment management interventions/strategies at the Regional level; 2) local authorities consulted; 3) proposal for methodological criteria and guidelines for sediment management.
